Flashback to Sarfarosh-I with the DCP holding ACP Rathore (ACP-R) Transfer Letter manipulated by those in ISI pay (chat between a bureaucrat and ISI man at ghazal singer Gulfam Hassan’s party for the Pakistan diplomat).

ACP-R and his team smash Biren and his gang of terrorists in whose pursuit Sarfarosh-I ends.

When ACP-R and team return they expect to be facilitated and indeed they are facilitated. After the facilitation DCP gives ACP-R his transfer letter splitting him from his team. He is given a posting in the police housing department far away from any opportunity to continue his pursuit of the ISI operations in India

ISI Commander in Islamabad and colleagues clink glasses celebrating the shunting of ACP-R to his new posting. The commander’s order from his higher ups was clear. ACP-R is their target #1 from here on. If the ISI commander is to keep his job he better make good for losing the ISI mole Gulfam Hassan and the diplomat who were craftily set against each other by ACP-R leading to their elimination (Gulfam Hassan through self-impalement on a constable rifle). The ISI continues to hold sway over some member of the police force including the DCP who gave ACP-R the transfer orders and even higher up to the DGP.

ACP-R accepts the transfer and lays low. He keeps a sharp eye on diffrent officers of the police force. He tracks their career – who is being fast-tracked and who is getting the shafted. He builds his network of upright officers in the police force. ACP-R appears to the ISI as seemingly resigned to his fate of mundane postings even as he gets promoted to senior levels based on seniority and is moved to different departments but never on the frontline of dealing with terrorists and their network.

ACP-R and Seema his wife have a boy. He is now a teenager in college. He is in love with a girl who is the daughter of the DGP. They happened to meet at a banquet at one of the police functions. They discover each other again in college. Their friendship blooms into love and they begin dating.

The DGP is one of the people in the crosshair of ACP-R and ACP-R has been assigned by the ISI to the DGP to be kept in his ‘care’ – away from causing any trouble. It is the DGP through his network who has been manipulating the posting of ACP-R to various sinecure positions.

ACP-R is of course aware of all that’s going-on but feigns little interest, never expresses resentment, but always appears contented and looking forward to such postings.

He works towards reforming the departments where he is posted. He focusses on recruitment, training, introducing latest policing techniques, speaks on integrity, resilience, deeply influencing the men under him to their purpose in joining the police force. He gives special classes in building resistance to all forms of inducements that may come their way.

Secretly and discreetly, ACP-R builds an elite special force of policemen he trusts. He waits his time out – 20 years - to build a rock-solid case to hit back at the ISI elements in the police force. The ISI continue to keep an eye on ACP-R. This elite special force become the eyes and ears of ACP-R without knowing the ultimate purpose: the influence of the ISI on the police force. They are simply implementing what they have learnt under him. They form a closed network and share information with each other.

ACP-R special forces are able to record the rot they are seeing in the police force based on incidents and outcomes of investigations. Each being tracked to the chain of influence who prematurely kill investigations and let the culpable get away scot free.

Rathore Jr and DGP daughter Hema are both under surveillance by ISI operators and by DGP men.

DGP backstory regarding the daughter Hema is that Hema is adopted from a home where the child is that of the DGB’s mistress when he was an ACP like ACP-R. The ISI had lured him into this relationship at one low point of his life when his wife was very unwell.

DGP and his wife were childless because of the wife’s illness. The DGP persuaded his wife into adoption. This secret is with the ISI commander and with the DGP. If his wife gets to know it will surely kill her and estrange him from his daughter – after all Hema is his daughter. The mistress is paid off and returns to Pakistan.

The DGP otherwise an upright officer commits to keeping an eye on ACP-R as part of the deal. The ISI respects his concerns and does not involve him in any of their schemes. The ISI knows the limits of what they can achieve with their co-conspirators.

Rathore Jr and Hema relationship is a gift to the ISI to use when they need to kill two birds with one stone – their co-conspirator DGP and their target ACP-R – for revenge of the death of Gulfam Hassan and Diplomat and breaking of their network had to be extracted.

ACP-R meanwhile becomes aware of the hold the ISI has on the DGP when one of his sleuths – yes Salim – who has retired but surreptitiously works for ACP-R. Salim works on a ISI operative whom he befriends in a mosque – and they go on a drinking binge. Salim sticks to ‘colored rum’ and cola – the barman is known to him. All information extraction work is done by Salim in this bar. Salim does not consume alcohol.

Rathore Jr is out on a date with Hema in an upscale restaurant sitting in a coveted table in a corner which can accommodate five-six people. The waiter comes and requests Rathore Jr if they can move to another table as the gentlemen and his friends waiting at the door want this table. Rathore Jr (has his father’s blood), also a six-pack, his pride, and his father’s fearlessness. He tells the waiter no – they are in the middle of their order – and would not like to be disturbed.

The gentlemen and his gang come and sit at an adjoining table and make some crude comments. Rathore bears it all. They finish their fruit juices – not all of it – but spill some on the sofa and they leave. Before spilling the juice Rathore spikes it well with pepper.

The gentlemen and gang change seating. The gentleman sits on the sofa and feels the wetness of the juice. He also feels prickly. He needs to go to the bathroom. He yells at the waiter and draws attention on to him. The whole restaurant has a laugh. Rathore from the door blows him a kiss.

The gentleman’s men charge at him. Rathore gets to demo his karate skill sending each one to different corners of the restaurant porch. Finally, the gentleman emerges and points his gun at Rathore Jr.

Hema’s SPG show up and haul the gentlemen and his men to the cop station. They grill them and find that they are part of the local mafia. The handover the gentlemen and the gang to the local police station. The SHO books them for causing public nuisance, but not intent to commit murder. The SHO is in the gang’s pay.

The ISI men surveilling Hema note all this and make contact with the gentlemen.

The ISI operative move when the ‘iron is hot’ to pay the gentleman to eliminate Rathore Jr in revenge for Gulfam and Diplomat’s killing now that a situation has arisen in their favor.

DGP wife succumbs to her sickness and dies. ACP-R attends the funeral.

ACP-R and DGP are in deep discussion. DGP has his head in his arms. ACP-R tells DGP that he knows of his ISI-connection. He tells them that the hold the ISI had on him is now gone.

ACP-R tells that DGP, knowing the ISI and how they operate, now they will try to cover their footprint since they have no hold over him anymore. ACP-R tells the DGP that his sources have told him that Rathore Jr has a supari on him. In fact, there is a grave and present danger to the DGP, ACP-R, Rathore Jr and Hema. They are all likely to be eliminated. But before doing that they will defame the DGP and cook up some reason for his committing suicide and taking the daughter with him.

In a series of vignettes that follow that ISI operatives are apprehended, the DGP asks for a meeting with Islamabad commander and the commander is apprehended, and across the police force with home ministry assistance all those who are in the ISI payroll based on a 20-year dossier are also apprehended.

The DGP resigns. ACP-R is made DGP with the mandate to implement the police reforms. Rathore Jr and Hema tie the knot. Hema’s secret is locked in the heart of ACP-R and the DGP.

ISI has two people to avenge ACP-R and DGP. Time will tell what happens.
